George E. Phillips, 84, Batavia, formerly of Watertown, died Friday at the New York State Veterans' Home at Batavia.Mr. Phillips was a 50-plus-year member of the International Union of Bricklayers. He worked for numerous construction firms as a foreman and mason, including working on the St. Lawrence Seaway and Indian River Central School projects. Read on..
