Let’s make the right decisions

Since the New York State Assembly finished its work last June, I have been monitoring the projected deficit that our state is now facing. In October the governor put forth a deficit reduction plan. The Assembly immediately began to review the plan and held meetings and public hearings to listen to the public and stakeholders, and the agencies that provide public services on behalf of the state. I attended an Assembly Ways and Means Committee public hearing in Syracuse a few weeks ago and heard from school districts, health care providers and nonprofit organizations that are contracted to provide services for those most in need. In addition, I have received letters from virtually every sector, from education to health, from transportation to local governments, all requesting that I not support the governor’s deficit reduction plan. My office has received dozens of telephone calls and hundreds of emails and letters from members of the public, and the business community pleading for me to not support any action that will cause our community more financial pain.
The challenges that we are facing in this extraordinary time are immense, but let me assure all of my constituents that I am up to that challenge.
Earlier this week, the governor called a special session of the Legislature to enact a deficit reduction plan. In preparation for this session, the Assembly held conferences, and I spoke fervently about ways to close the deficit in a fashion that is sensible and ensures that our North Country communities are treated fairly by the plan. In discussions about the deficit reduction plan, I brought sensible alternatives to the table along with solutions. For example, there are measures that the state can take to reduce the direct cost of operating the state. I urged that we enact procurement reforms, specifically in the information technology sector. Our agencies’ IT systems are not integrated and our purchases are not coordinated to best take advantage of our purchasing power. Further, I asked that we close the loophole that allows state agencies to hire consultants, especially when the state is in a hiring freeze, a practice that undermines our organized labor force and tax payers. Millions of dollars in savings can be realized by reorganizing our contracting practices and relying on our own workforce to accomplish what contractors have been brought in to do. In addition, we need to evaluate our management-level positions to keep the ratios of management to non-management staff equitable and root out duplicitous layers within our agencies and departments, as well as excessive spending on non-essential matters.
I argued that the proposed school aid cuts disproportionately affect school districts here in the North Country and that we should look at ways to mitigate these cuts, which will eventually be felt by property taxpayers and our children. We also need to take this opportunity to stretch our minds to find ways that we can assist our schools weather this economic storm. I proposed that we look at reducing unfunded mandates.
Health care and other service sectors that we help fund will be crippled by the proposed “across the board cuts.” We need to take a closer look at all the health programs and assess tactically where we can make spending reductions that do not undermine the goal of our healthcare system. We should be cutting programs strategically so that base operating funding is not cut to the point that services can no longer be provided in any manner. For example cutting a grant program with specific requirements should be considered before cutting the operating funding that keeps a doctor in a community-based clinic. Similarly, we should not be cutting funding streams that are tied to matching federal funds so that affected institutions are not hit with double the cuts. I owe it to my community to make sure we are diligent and find ways to spend less but get the most value for every dollar we spend.
With an eye toward our economic recovery, I requested that we take this opportunity to allow our economic development agencies to use state-funded programs for job retention as well as job creation. We have long-standing businesses that have always been viable and profitable. Notwithstanding the current recession, they would be strong and growing. Our economic development agencies are fielding more requests from our existing businesses to help sustain them in the short term and keep their employment levels stable. I consistently make the point that we need to include our dairy farms in these discussions because of their tremendous economic impact on our rural community. We should be able to assist our existing businesses as much as potential new businesses.
The Assembly has been working closely with the governor’s office to negotiate an agreement on the deficit reduction plan. The governor called for additional special sessions and they have been set for next Monday and Tuesday. It would have been my preference to remain in Albany until the bill was ready. We must act sooner rather than later to enact a deficit reduction plan to begin realizing savings and allow the most amount of time for cuts to be absorbed. As we move forward, I will not support any plan that disproportionately affects northern New Yorkers.

Governor Paterson's 2010 campaign released their first two television advertisements for the 2010 gubernatorial election. The two thirty-second ads, which will begin airing statewide on Friday, November 6, 2009, the ads focus on Governor David A. Paterson's life story and his accomplishments as governor.

Making the Hard Decisions

Governor David A. Paterson on November 5, 2009 signed a proclamation calling an extraordinary session of the Legislature to address the current-year deficit and additional legislation that was not finished at the end of session last June. In accordance with the proclamation, the Legislature will convene an extraordinary session on November 10 at noon. In addition to Governor Paterson’s Deficit Reduction Plan (DRP), the extraordinary session proclamation contains eight legislative items to be addressed by the Legislature; including the Governor’s proposed cap on State spending which includes a circuit-breaker property tax relief program, structural reforms to the State pension system and public authorities reform.

Protecting New Yorkers

Governor David A. Paterson on November 2, 2009 submitted legislation to close a loophole to eliminate a statutory inconsistency that allows serious criminals to become eligible for parole earlier than intended. The current penal law permits repeat offenders convicted of first or second degree murder, first degree kidnapping, or another A-1 felony to receive credit on sentences for time served on a previous sentence. Serious repeat-offenders receiving these credits become eligible for parole earlier and serve proportionately less time than individuals convicted of a lesser crime. The loophole can also result in a murderer becoming eligible for medical parole far sooner than intended. Individuals convicted of less serious repeat felonies are not eligible for such credits.

From the Attorney General

Attorney General Andrew M. Cuomo on November 4, 2009 filed a federal antitrust lawsuit against Intel Corporation (NASDAQ: INTC), the world’s largest maker of computer microprocessors. The suit charges that Intel violated state and federal anti-monopoly laws by engaging in a worldwide, systematic campaign of illegal conduct - revealed in e-mails - in order to maintain its monopoly power and prices in the market for microprocessors. Over the last several years, Intel has extracted exclusive agreements from large computer makers in which they agreed to use Intel’s microprocessors in exchange for payments totaling billions of dollars. Intel also threatened to and did in fact punish computer makers that they perceived to be working too closely with Intel’s competitors. Retaliatory threats included cutting off payments the computer maker was receiving from Intel, directly funding a computer maker’s competitors, and ending joint development ventures.

An Update from Comptroller DiNapoli

Roosevelt Union Free School District generally spent within the limits of its enacted 2009-10 budget in the first quarter but the district miscoded budget expenditures and failed to get board approval for $2.8 million in budget transfers, according to an audit released on November 6, 2009 by State Comptroller Thomas P. DiNapoli. DiNapoli’s office has provided real-time fiscal monitoring of the school district since March 2007 to ensure the district controls spending and stays within its budget.

Congressman-elect Bill Owens Announces Support for House Healthcare Legislation


Plattsburgh, NY – Congressman-elect Bill Owens today announced his support for H.R. 3962, the "Affordable Healthcare for America Act." The bill will provide affordable, quality healthcare for all Americans and reduce the growth in healthcare spending.
"This legislation will reform the insurance industry and provide increased access to affordable healthcare without taxing healthcare benefits, cutting Medicare benefits or raising taxes on the middle class, and that is exactly the direction we need to go," said Owens. "There are still changes I would like to make, including raising the payroll exemption for small businesses, but like I said last week, there is a fundamental need for reform and we must act with a sense of urgency. This plan will reign in costs, strengthen the middle class and protect our economy from additional debt down the road.”
In addition, Owens showed concern for provisions that would prevent paper producers from receiving a tax credit for the production of certain wood by-products. "Forestry and the paper-products industry are incredibly important to our community, and I will be looking for way to ensure that they are not unduly burdened in any healthcare legislation," Owens said.
During his campaign for Congress, Owens showed consistent support for legislation that would end pre-existing condition exclusions, reign in spending, protect small businesses and keep middle-class taxes low.
H.R. 3962 would end the ability of insurance companies to deny care based on pre-existing conditions, and would reduce the federal deficit by $104 billion over the next decade. The bill also includes an exemption for small businesses with a payroll of less than $500,000. Congressman-elect Owens has stated his desire to see this exemption raised to include a greater percentage of operations considered small businesses. In addition, the bill is paid for without taxing healthcare benefits or raising middle class income-taxes.
This legislation is endorsed by AARP and the American Medical Association, among other organizations.

"Madam Speaker,

"I am honored to be here with you all today, and to join you in our continuing effort to build a better, stronger America. This is a proud day for me and my family but it is also a sad day for our country. The shooting at Fort Hood last night that claimed the lives of 13 fine Americans is a stunning reminder of how quickly the peace we enjoy here at home can turn to violence, and how heavily we rely on our brave men and women to keep us free from harm. My thoughts and prayers are with the families of the victims, and with our soldiers to whom we owe our safety and our freedom.

"I'd like to thank my family for being with me, and for standing behind me every step of the way. To my wife, Jane, my three children, Jenna, Tara and Brendan, and my three grandchildren Caroline, Tommy and Tess, I know that I could never have made it without you, and I am grateful for your support and for all the laughs we had along the way.

Thank you.

When we began this journey, a lot of people didn’t give us much of a chance. They didn’t think the people of Upstate New York were ready to set aside partisanship, and all the things that divide us, in favor of finding commonsense solutions to the challenges that unite us.

Upstate New York hasn’t received this much attention since the Miracle on Ice. And tonight with the entire country watching, Upstate New Yorkers sent a message.

We came together tonight as Democrats, Republicans, and Independents to seek solutions – to create jobs for our workers, to bring economic development back to our communities, to fight for Fort Drum, and to give all middle class families in Upstate New York a fair shake from Washington.

Tonight, the voters in this election sent the message loud and clear: when it comes to getting our economy moving again, to creating good-paying jobs for our workers, to ending tax breaks for companies that send jobs overseas, and for making Upstate New York a leader in producing clean energy, they put aside partisanship and declared they’re ready to move forward, not backward.

There are so many people to thank tonight. First and foremost, my thanks to the people of New York’s 23rd Congressional District.

You are the ones who proved that elections aren’t decided by pundits or polls. You rejected the false attacks and the partisan divisions and decided that when it comes to confronting the challenges we face, we’re all in this together. Tonight’s victory is your victory.

I am humbled by your support and I pledge to honor your trust by working every day to bring jobs and opportunity back to Upstate New York.

My thanks to President Obama for his extraordinary leadership for our country and his support for my campaign. My thanks to Vice President Biden as well, who was here with me just yesterday. I look forward to working with our President and Vice President to bring commonsense solutions to create jobs here and get our economy back on track.

Thank you to my wife Jane and our three amazing kids. All campaigns, especially one this hard-fought, require families to sacrifice. I am grateful to them for giving up so much for me. I would not be standing here without their love and support every day.

I must give special thanks to Assemblywoman Dede Scozzafava. I was honored to earn the support of a great leader like her. She has always put the people of Upstate New York before any partisan agenda. I share her commitment and I look forward to working with her to help the people of this district.

I’d like to thank our outstanding Senators from New York – Senator Chuck Schumer and Senator Kirsten Gillibrand, who worked hard for my campaign and work even harder for the people of New York in the U.S. Senate.

My thanks also go out to the outstanding Members of New York’s Congressional delegation, especially Congressmen Steve Israel and Paul Tonko.

I look forward to joining the outstanding men and women of New York’s Congressional delegation to move our state and our country forward.

Thank you to my friends in organized labor, who spread my message of creating jobs and opportunity for working people across Upstate. I am grateful to all of the volunteers who gave their time to knock on doors, dial phones, and helped me spread the word about what’s at stake in this election.

My thanks to Secretary John McHugh, who spent 16 years representing Upstate New York in Congress with honor, with integrity, and always with a sincere desire to put the best interests of Upstate families first.

Finally, I want to thank to Doug Hoffman on his campaign. I look forward to working with him and his supporters in the months ahead to work together as New Yorkers to find solutions to the challenges we face together.

I began this campaign to bring a new kind of leadership to Washington – one that focuses on finding the commonsense solutions we need right now.

As I go forward now to Washington, I’m going to work with Republicans, Democrats, and Independents to do just that so we can –

Get our economy back on track with good paying jobs and investments in clean energy here in Upstate New York.

Protect our dairy farmers, who are struggling because they’re not getting a fair price for their milk.

Fight for health care reform, so that our middle class families have quality, affordable care and our businesses can become more competitive in the global economy.

Fight for Fort Drum – to make sure that it stays strong. In the Army, we pledge to leave no solider behind, and I will fight just as hard to make sure that we leave no veteran behind when they come home.

Our challenges aren’t Democratic or Republican. They’re not liberal or conservative. They are American challenges that we will overcome with American resolve.

The only way that we can create jobs and attract economic development to our communities is by bringing people of all parties together and giving everyone a seat at the table.

That’s what I’ve done through out my career and now, thanks to what you did in this election, that’s exactly what I’ll do for you every day as your Representative in Congress.

Dede Scozzafava said on Mayor Graham's HOTLINE program that Hoffman's campaign was really about marriage equality. This graphic was all over the internet today. The Hoffman campaign is centered on social intolerance and radical rightwingism. Please reject this crapola today.
Mike Oot in a facebook message wrote this today. Think about it as you cast your vote.

Yesterday's Post Standard listed judgments of over $205,000 against people that couldn't pay for their treatment because they had no insurance. That's only in one county and it amounts to over $13,000,000 per year. If you take nothing else into the voting booth with you, take this one fact and understand that Doug Hoffman thinks our Healthcare system works just fine. Then make your choice.

This is it. Today is Election Day in the closely-watched race between Democrat Air Force veteran and small business owner Bill Owens and Conservative Doug Hoffman. The latest polls show the race is neck-and-neck between Owens and Hoffman, the favorite candidate of Glenn Beck and Sarah Palin.

Right wing ideologues from across the country have committed all of their resources to winning this race, and we need to stop them. That's why we need you to get out and vote today. Use the tool below to find your polling place.

A note a short time ago from the DCCC

Late yesterday news broke that the moderate Republican Assemblywoman Dede Scozzafava, candidate in the hard-fought special election in New York's 23rd Congressional district, had been driven out and theRepublican party was throwing their weight behind the Palin/Limbaugh/Glen Beck endorsed radical tea party candidate instead.

Today, the moderate Republican threw her support behind our proud Democratic candidate Bill Owens.

It has never been clearer that the Republican Party has been hijacked by extreme right wing ideologues with a radical agenda that would effectively dismantle Social Security and Medicare, and are out of step with a vast majority of Americans.

Eight extreme right wing groups spent more than $1 million on this campaign including the Minute Men, Club for Growth and the Family Research Council.

This means your work and your continued support and dedication have never been more critical as we face our one-year-out reporting deadline and this election on Tuesday.

We are up against a well-funded extremist GOP who will stop at nothing to win and whose agenda could quite literally take us backwards to the days of Bush-Cheney.

But, you and I can't let that happen. I will continue to keep you posted on news of this race continues and thank you again for standing with us. We will need you now more than ever.

Sometimes it’s the little things that getcha. I was gotten today. Sunday mornings at church have usually been considered mainly politically inviolate. Most sensible folks that are in tune to the sensibilities of others, including politicans, most clergy, most organizers and most church attendees, think of the sanctuary and its environs as mainly a politics exempt zone.

Occasionally some mild pro forma politicalish commentary flows from the pulpit but it is usually couched in a form that isn’t overtly offensive.

What is offensive to me is that dude today driving the pickup truck with the big Hoffman sign installing campaign literature under the windshield wipers of the unsuspecting worshippers inside. That seems to cross the invisible line of just plain bad taste.

Dede Scozzafava when she was interviewed on Mayor Graham’s Hotline said that putting all the rhetoric aside this Congressional race was mainly about same sex marriage. She thinks it’s a basic civil right for all people to have the right to marry other people they choose. The other side thinks its their obligation to loudly pontificate to other people how they ought to live.

I think Dede is right. Its us against the crazies.

The Watertown Daily Times has endorsed a Democrat in the New York State 23rd. Congressional district race. Yes a Democrat! A donkey! Someone other than a Republican!

I am speechless. What do I say next after 60 years of my ragging on and my teasing of the Watertown Daily Times editors for breathing nothing other than elephant breath.

That's right, they are endorsing Bill Owens. It has been there on the WatertownDailyTimes.com site for hours now, with no retraction. They even said:
